About Timberline District Consulting

Timberline District Consulting provides management and consulting services to special districts and homeowners associations across Colorado. Their team handles day-to-day operations and strict state transparency requirements. As Director of Community Management & Business Development, Cristina Madrigal oversees both internal operations and community-facing compliance, giving her a front-row seat to the evolving world of document accessibility.

The Accessibility Challenge

Timberline’s websites were accessible. But when Colorado requirements expanded to include documents, every board packet, statutory notice, and community update had to meet accessibility standards too. The firm first relied on a remediation vendor, which exposed two big issues:

  • Time pressure: Certain notices must be posted quickly. Vendor timelines didn’t always align with statutory deadlines.
  • High costs: At roughly $7 per page, remediation added up fast—especially when boards decided not to post a previously remediated packet.

“Districts do not have unlimited funding. Paying to remediate everything a board might want online would be cost prohibitive. We needed something more sustainable.” — Cristina Madrigal

Even internally created PDFs weren’t a sure thing; converting Word to PDF didn’t always yield truly accessible documents, despite what basic PDF checks suggested.

Enter DocAccess

Through Streamline, Timberline learned about DocAccess—a tool built for public agencies and districts. Unlike traditional vendors, DocAccess provides site-wide coverage, making every PDF on the district’s website accessible automatically, without delays or per-page remediation costs.

  • All documents covered: Accessibility is applied across the entire site by default.
  • Faster posting: Notices and packets can go live immediately—no vendor wait times.
  • Predictable costs: A site-wide model keeps budgets under control and eliminates waste.

“Longer term, DocAccess is more cost-effective. Instead of paying per page or outsourcing every time, we know our entire site is covered. It’s very, very handy.” — Cristina Madrigal

This shift helped Timberline stay compliant without breaking budgets and freed staff from vendor coordination and deadline juggling.

Supporting Diverse Communities

One of Timberline’s largest projects, Aurora Highlands, serves residents with diverse language needs. Before DocAccess, Cristina fielded complaints from residents who couldn’t read English- or Spanish-only documents. DocAccess’ built-in translation feature changed that overnight, enabling documents to be read in 150+ languages without separate translation vendors.

“Layering translation into our documents has been ground-breaking. It eliminated complaints and actually built goodwill with our community.” — Cristina Madrigal

Resident and Board Impact

Residents quickly noticed the difference. Many hadn’t realized how inaccessible documents were until they experienced DocAccess. Boards benefited as well, meeting requirements while controlling costs. Streamline’s indemnification protection also boosted confidence.

“People are really appreciative. What you’ve done has been a game changer—for the masses, regardless of their level of need.” — Cristina Madrigal

“The Streamline + DocAccess combination makes us feel really confident. Having indemnification provided is huge—it’s a real confidence booster.” — Cristina Madrigal
